Workforce Group is a Nigeria-based HR and business consulting company that has been operating since 2004. Over the past two decades, the company has developed its own methods, frameworks, and knowledge for delivering HR and business advisory services.
Workforce Group is now preparing for its next stage of growth: turning its consulting model into a franchise that can operate across Africa through independently owned locations.
This creates a new challenge. A traditional consulting company can depend on senior team members to guide employees and share knowledge. A franchise cannot work that way. Every franchise location needs access to the same methods, service standards, and quality of information without depending on someone from the head office for every decision.
Workforce Group needed to turn its internal knowledge into a system that franchisees could use independently and consistently.
Much of Workforce Group’s knowledge was stored in documents or held by experienced team members. This worked when the company managed its services directly, but it would not be enough for a growing franchise network.
Franchise teams needed a simple way to ask questions, find the right information, and create materials based on Workforce Group’s approved methods.
The system also had to meet three important requirements.
The AI could not provide answers based on general internet knowledge or make up information.
This was especially important because some questions could involve HR policies, compliance, and business decisions. An incorrect answer could create risk for both the franchisee and Workforce Group.
Every answer needed to come from Workforce Group’s own documents and methods.
Each franchisee needed access to the main knowledge system, but their private information could not be visible to other franchisees.
This separation had to be built into the platform itself. It could not depend only on internal policies or instructions.
Workforce Group did not want to release an AI system and simply hope that it worked.
The knowledge system needed a clear testing process. Its answers had to be reviewed against approved source documents, and the separation between franchisee accounts had to be demonstrated before the platform could be used in a live environment.
Camel Tech designed the project as three connected phases.
Instead of building one large platform at once, each phase could be developed, tested, and approved before moving to the next one. This reduced risk and gave Workforce Group more control over the project.
Claude and Kimi 3 were selected as the main AI models supporting the reasoning and content-generation system. However, the models are not allowed to answer freely from their general knowledge.
When someone asks a question, the platform first searches Workforce Group’s approved documents. It then sends only the relevant information to the AI model. The model must answer using that information and follow strict instructions not to invent missing details.
The Knowledge Vault is the foundation of the platform.
It brings Workforce Group’s methods, documents, and internal knowledge into one searchable system. Franchise teams can ask questions in normal language instead of searching manually through folders and long documents.
The system retrieves the most relevant parts of Workforce Group’s source materials and uses them to prepare an answer.
This means that:
Before the Knowledge Vault is approved for live use, it must pass a standard set of test questions and a data-isolation test using separate franchisee environments.
The Productisation Engine turns Workforce Group’s knowledge into practical materials that franchisees can use.
Instead of asking the head office to manually prepare the same types of documents for every location, franchise teams will be able to generate structured materials through the platform.

The Productisation Engine uses the same approved knowledge base and grounding rules as the Knowledge Vault.
This is important because the question-answering system and the document-generation system should not provide different versions of the same information. Both systems need to work from the same source of truth.
The final phase is the full Franchise Operating System.
This platform will give each franchise location its own secure working environment while allowing Workforce Group to manage the wider franchise network.
The system is being designed to support franchisee access controls, operational workflows, activity tracking, and the creation of franchisee-specific materials when they are needed.
Instead of giving every franchisee a large folder of fixed documents, the platform will help generate the right output based on the franchisee’s situation and the approved Workforce Group methodology.
This is the stage where Workforce Group’s franchise model becomes a working software system rather than a collection of documents and manual processes.
